Backend doesn't return error messages when creating invalid adapter

Description

The backend needs to do a much better job of surfacing the error messages that happened if there was a problem creating an adapter. Today it might return an error message, it might not.

Probably requires some contract in configureAdapter to throw a specific exception, with the expectation that the message there will be surfaced to users.
