Scheduling pipelines with maxConcurrentRuns does not work as expected

Description

Even after setting the Max concurrent runs to 1, we are observing that multiple pipelines are running in parallel.

Steps to reproduce:

1. in v6.9.2 create a pipeline.
2. Setup a schedule to run the pipeline every 1 minute with maxConcurrentRuns set to 1.
