Add a link to Runtime Arguments to the Summary view

Description

As a CDAP user, I want to be able to review the Runtime Arguments of any given pipeline run.

A link to the runtime argument is surfaced in the hover window in the pipeline summary hover window and in the table view of the chart.

Selecting the runtime argument link opens a modal that lists all the runtime arguments.

With CDAP-12903, a user can now go to a historical run of the pipeline from the summary view. In the pipeline details page showing the historical run, the runtime arguments for that run are available, along with other details about that specific run. Hence, it does not make sense to add another experience for runtime arguments in the summary view.

Talked to , we decided to change the label to 'View Run Configs', and when the user clicks on it we'll show the same modal as shown here: https://issues.cask.co/secure/attachment/14816/Pipeline%20RUN%20CONFIG.png

Can you provide mocks for showing how we should render the run time arguments? It is a bunch of key value pairs and it could be any number for different runs and each value could be lengthy (say if its a path provided as run time argument). Its hard for us to show similar view as Run time arguments popover when we run a pipeline as its quite big to be shown over a popover or in table.
