Database plugins should have a config setting for jdbc driver version

Description

If there are multiple versions of a jdbc driver deployed, the database plugins have no way of controlling which version of the driver is chosen. It should expose a config setting that lets people specify a version if they want to.

Didn't notice that this is for JDBC driver version, while is for JDBC version, so they're likely different and both required.
