Add support for using different ports and add macro support in properties in proxy VM in cloud sql plugins
Description
We need to add capability for users to use different ports in cloudsql mysql and cloudsql postgresql plugins especially when using proxy VMs.
We should also add macro support for connectionName and database configs.
