automate sonatype staging repo releases

Description

Currently our build release deploys CDAP maven jars to oss.sonatype.org, where they are left in a staging repository. It is a manual task for the release manager to login and release them. This should be automated.

The Deploy Artifact build should be able to run a maven task with the needed inputs to identify and release the repo.
