Coopr templates should disable speculative execution by default

I agree with . Our users probably have speculative execution turned on. All our platform features should work properly with speculative execution. If a feature is known to not work properly with speculative execution, then the test for that feature should disable it only for that test. Also, it must be documented clearly for our users that the feature is not safe to use with speculative execution turned on.

Marking as WONTFIX. We prefer resolve any platform issues related to CDAP within CDAP. Changing global cluster configurations can mask platform issues in our testing.
