Set up db2 and oracle db plugins to run hydrator itn tests against them

Description

We are building plugins for oracle and db2 dump.
In order to build itns for that we need oracle db and db2 instances to run tests against them.

Oracle 11g and 12c instances are already available in our Coopr instance. You just need to spin up a Docker host with them.

I've added DB2 in a PR in our internal repos.
