Add a new item to this: remove the repetitive references to using windows, and just state that windows should use bat scripts instead. Fix so that this is included in the common build instructions.

We have a windows version of curl; it's located in libexec/bin/curl.exe. I think mention of this has been accidentally dropped from the documentation.
