UI should be able to handle slow response from REST APIs
Description
Today when CDAP REST APIs are slow to respond then UI does not show any indication that it is waiting for backend response.
For instance, when a user clicks on a program name in UI, sometimes runs endpoint can take a few seconds to respond. Since UI does not give any indication that it is waiting for backend, from the user's perspective it looks like there is no action for the click.

Even when the response came back, there was no page navigation, right, ?
