Administration Manual title flickers

The "Administration Manual: Table of Contents" title in the left sidebar flickers when you are in the Administration Manual and you mouse over the title.

The reason for the flicker is because when you mouse over the title,it gets redrawn in a bold font, which then becomes too long for the line, so it breaks the line, which then removes the mouseover (as there is no text under the mouse), at which point it redraws the text, creating a new mouseover...and flickers back and forth between those states.

Possible Solutions:
1. Set that line up to always break at the colon.
2. Remove bold font and just use underline, which will never change the line length.
3. Rewrite the text so it fits or goes over in length and always breaks.
