Truncating a stream in standalone doesn't clear tmp folder data

I havn't been able to reproduce this.
I believe that also caused this symptom. Generally, the tmp file shouldn't be there upon successful upload of stream events.

Truncating a stream in standalone will remove the 000000# folder, but doesn't clear out the tmp folder in the stream.
