System service log endpoints fail with response already sent

Description

When viewing logs from UI for a system service, I see the following error when trying to load more logs -

Created to track porting this fix to the 3.4 release branch. Closing this JIRA, since it is fixed for 3.5 and 3.3.7.

The fix in the PR should work for all logs.

I also noticed same behavior for program logs (I was looking at flow logs).
