Support Explicit Dataset Versioning

Description

In order to support upgrades, we need to be able to identify dataset versions. This requires:
allow dataset API to declare current version
store version information (including checksum of associated jar) in dataset type metadata
retain latest dataset type version

The pull request for this change was closed, due to complications with the current datasets implementation, but that doesn't mean we should close the issue. We will need to get back to this at some point after the updated dataset APIs/implementation have been worked out.

Configure
