If hbase is down then CDAP UI keeps waiting without any useful message

Description

If hbase (and i think this might be true for other underlying services) is down then the CDAP ui keep waiting without any useful message to the user as what's the issue.

It will be helpful to give an appropriate message to the user in UI if any service is down.
