Ops Dashboard: time range selection is very confusing

Description

-1) System tab - doesn't have a way to change time interval (duration) at all. Very inconvenient and not consistent with other dashboards-
2) Changing duration is not applied unless you hit "start polling"
3) If you switch between tabs - the time selection is reset to default - very inconvenient
-4) When switch between frequency and time range - you have to always click "make request" - otherwise change is not applied. Very confusing and adds extra redundant step (click)-

#1, #2, #4 are not bugs, they are features. So, they don't need fixes.

#3 - needs to be fixed.
