PR to make IncrementSummingScannerTest use HBaseXXXTest classes in order to pick up the port randomization: https://github.com/caskdata/cdap/pull/3359

Have we ever been able to catch what is bound to port 60010 when this happens though? Is it a hanging test or are we not shutting down a test properly to immediately free the resources? Randomizing the ports is good, but there could be another issue that we're papering over.

Yes I saw the same issue today, with a branch that was created after 3277 was merged. http://builds.cask.co/browse/CDAP-RBT364-1
