System health errors graphs need fixing

Description

1. the graph curves below zero if there has been an error and it goes back to zero ( i was not able to grab a screenshot for this)
2. when one graph has a 0 value and the other doesn't, the 0 levels for both graphs are not at the same level - see attached screenshot.

i don't see this issue with the new design of the graphs that have dark background
