Fix credentialencodingstrategy NPE issue for existing auth provider

Description

Fetching existing oauth provider is resulting in NPE -

the issue is with the changes in this PR:

It doesn't handle backward incompatibility issue where credentialEncodingStrategy can be null for existing providers.
