If after instance restart there are no runs running, flowcontrol.launching.count would be stale from before restart

Description

We should emit both metrics in RunRecordMonitorService right after startup and emit launch after regular cleanup in case there are some stale entries. Currently cleanup always emits “running”, but “launching” is not emitted unless there are changes to the number.
