HTTP Plugin (Source and Sink) || Discrepancy in Measurement unit for ReadTimeout and connect Timeout

Description

In Both HTTP source and Sink

HTTP Source :- We have Connect Timeout and Read Timeout which is theMaximum time in seconds

HTTP Sink :- We have Connection Timeout (milliseconds) and Read Timeout (milliseconds) which is the time in milliseconds.

However code is handling Connection Timeout and Read Timeout values in second only

Ideally Measurement units for Timeout fields for both Source and Sink should be similar.
