In some cases, it would be good to be able to set arbitrary jvm options for a specific program (or potentially all programs within a namespace). For example, if a program run needs to communicate through a specific http proxy, but not all programs should be using the same proxy. Or if a specific pipeline needs to allow older versions of TLS.
