Make screenshotting in cucumber reports configurable, by default we should take screenshots only if the step failed.

Description

Recently UI team started using selenium using node.js vs cucumber/java. One of the things he noted is that equivalent test in node.js takes 4x less time. As the underlying technology is same, looks like the main culprit was the screenshot taking. May be we can leverage status information from scenario here -
