Workflow run appears as running even after it completes

Description

This has been observed on the PurchaseApp, when starting the workflow manually. The apps/<app>/workflows/<workflow>/runs endpoint returns a status "RUNNING", even 10 minutes after it completes.

Edit: When launching two workflows back to back, the one launched the first will become "KILLED", and the one launched the last will be "RUNNING":

This issue is not reproducible. Seems like edge case. I tried running the Workflow back to back as mentioned in the jira, however all the Workflow runs are getting marked as COMPLETED. Moving this jira to 3.0
