Running replication pipelines are not counted

Description

if I set max concurrent running to 5, and I have three replication job running, I can still successfully launch two more batch pipeline and 1 more replication job. similarly, the metric system.flowcontrol.workflows.running.count only includes running batch pipelines , not running replication jobs
