The distribution metric is a new funcitonality and have risks both on functional and nonfuncitonal (amount of information) side.
We should create a feature flag for it. It can be enabled by default, just we need to ensure we can disable this if needed.

Distribution metrics have been in production and we have not faced any issues in terms of volume or load on the system. A feature flag is not useful anymore.

And once release, there is no point in adding feature flags. So I will resolve it.

At this moment we can’t do any platform changes similar to feature flag provider propagation. Please stick to the original rollback plan. Let me know if it’s not possible for any reason
