For the kubernetes runtime, reduce service name length

Description

We use the service name: cdap-<instance_id>-service.system.dataprep.service
This is particularly verbose and can be reduced.

Discussed this problem with Terence. The third component, "service", is the program type and can be reduced to a single character, representing the program type.

I have not yet started working on the implementation, but will do so tomorrow.
