Runtime Arguments popover goes into a bad state

Runtime arguments sometimes go a bad state.

Steps to reproduce:

1. On a pipeline that has never run

2. Click on the dropdown next to the Start button

3. While the popover still open, hover over the Runtime Args on the run info bar (Next to the "No Runs").

The Runtime Argument popover now closes, and cannot be reopened.
