Error while fetching tags in pipelines detail view looks cropped

Currently if there's an error while fetching the tags in pipeline detail view, we display the error message on the top panel. However, since there's no space there, the message looks cropped (see attached image). The fix would be to have the error message display in a banner at the top of the page, similar to how to we show other errors in Pipelines.
