Scenario:
1. Start a workflow containing mapreduce job
2. When mapreduce job is starting, kill the mapreduce using yarn application -kill
notice the workflow status is FAILED and Mapreduce status is Starting
The run record corrector doesn't transition the runrecords from starting to failed.
