The cache timeout is not working in security extension

Description

The security extension expects the key of the cache timeout to be "cache.ttl.secs". But we document this property as "security.authorization.cache.ttl.secs", but CDAP will only pass the value prefixed by "security.authorization.extension.config". We have to reconsider the names correctly.

Fixed a bug that the cache timeout was not changed with the value of security.authorization.cache.ttl.secs
