UI should be more resilient to backend failiure

Description

When some system service (or Master) fails, the UI only shows an error that CDAP is not available. Using REST APIs, it is still possible to retrieve status about what services are healthy, logs and metrics. The UI should have similar functionality: when there is a failure, it should indicate what has failed and allow viewing the logs and metrics.
