Hydrator pipelines does not impersonate creation of datasets using macro

Fixed a bug that hydrator pipelines and other programs do not create datasets at runtime with correct impersonated user.

This actually affects all usages of Admin#createDataset (from programs), not just hydrator pipelines:

Similar to https://issues.cask.co/browse/CDAP-9456, datasets created using macros in hydrator pipelines are not impersonated with correct owner.
