Lots of MetricsTable creation exceptions

Description

To reproduce, create a secure cdap secure hadoop cluster and you should see the following in the CDAP master logs:

Looked at 's cluster. the kafka meta table was created and it did exist, however the dataset instance table did not have an entry for the kafka meta table. that's why we keep trying to create the table ,as its not in the meta data table and keep getting exceptions.

however i did not see these exceptions when i created a secure-hadoop cluster. also when i beamed 2.6 branch i didn't see any of these exceptions.

do you think any actions before could have led to that state on the cluster ?
