Resource names can be invalid

Description

When given a cluster name that begins with numbers, the Coopr Server strips off the numbers at the beginning. When a cluster name that's formatted like "0-name" where 0 is any numbers, followed by a dash, followed by any other text, the server strips the numbers and passes "-name" as the name. This is invalid as a hostname.
