Delete should handle bad credentials and no-op
Description
In the case of bad credentials, it's possible for a cluster to get created in Coopr, but no resources are provisioned on the provider (obviously). Unfortunately, the delete process will also fail in this case. Instead, it should succeed, as the user hasn't created anything and it's essentially a no-op to change the state in Coopr to TERMINATED.
