Remove TTL update from the Upgrade Tool

For the upgrade step from 3.2 to 3.3 we added a step that changes the TTL of a table from milliseconds to seconds. This was supposed to happen only for tables that were created before 3.3. However, this step is still there, meaning that for later upgrades (>=3.4), tables that were created with a TTL already in seconds will also be "upgraded", leading to a reduction of their TTL to 1/1000 of its value.

This step must be removed from the upgrade tool.

Release Notes

Removed an obsolete Update Dataset Specifications step in the CDAP Upgrade tool. This step was required only for upgrading from CDAP versions lower than 3.2 to CDAP version 3.2.
