Documentation Website Links reflow text

Many links on the documentation website are styled so that on a mouse hover, the text is bolded, which triggers a reflow of the text.
That looks ugly and really isn't necessary. Instead, change the styling so that a hover triggers an underline and a color change. In the case of normally black text, change to Cask orange.
