System delay notifications does not setup experiments globally

We initialize the experiments only in the Lab component which only gets rendered in the labs page. This would require the user to visit the Lab page to disable the experiment automatically which is not ideal.

As soon as the user loads UI (from anywhere) we should disable the experiments that we don't want surfaced to user
