Make sure NPE error is logged when pipeline is deployed
Description
Make sure NPE error is logged when pipeline is deployed. Current behavior just returns message: `Failed to configure pipeline: Stage 'GCS Sink' encountered : Null error occurred while configuring the stage.`
This makes debugging challenging
