System/instance level data/metadata cannot be deleted
Description
Since the only delete API we provide is namespaced, and system is not a registered namespace in CDAP, system data cannot be deleted.
We will need an API to be able to delete it, along with deleting things like instance level preferences, etc.

Not needed. Cleanup can happen outside of CDAP.
