Upgrade tool should have a better way of querying user datasets
Description
Currently, it queries user datasets with a mapping between table name and datasets. This will not work post 2.6, and needs to be changed to use DatasetFramework to get datasets

I think we can move this to 3.0, since the current logic will work for upgrade from 2.6.0. We will have to make this much more sophisticated in the next release.
