Configure - set up a preview configuration for both batch and realtime pipelines
Description
As a user, I want to be able to configure my preview run, by setting the number of records (for a Batch Pipeline) or the number of minutes the preview will run (for a Realtime Pipeline)

Added a way for users to specify preview configuration before running pipeline previews. Users can set the number of records to preview (in each task) for a batch pipeline, and the number of minutes to run for a realtime pipeline.
